    • Performed research projects studying reliability impact and flexibility requirements needed with increased penetration of intermittent resources in 2013
    • Created and Implemented a Risk-Based Planning Tool to analyze system reliability metrics in 2014
  • Federal Energy Regulatory Commission (FERC)
    • Performed Economics of Resource Adequacy Work in 2012-2013 in cooperation with the Brattle Group. Included analyzing resource adequacy from regulated utility and structured market perspective.
  • California Public Utilities Commission (CPUC)
    • Currently assisting in Effective Load Carrying Capability (ELCC) Study for the State of California
  • Eastern Interconnection States’ Planning Council (EISPC)
    • Performed Economics of Resource Adequacy White Paper in 2012-2013
    • Currently Working on Probabilistic Risk Assessment for Transmission and Other Resource Planning Work in cooperation with EPRI

    • Completed a Reserve Margin Study requested by the PUCT, examining an array of physical reliability metrics. (See Publications: Expected Unserved Energy and Reserve Margin Implications of Various Reliability Standards)
    • Performed an Economic Optimal Reserve Margin Study in cooperation with the Brattle Group (2014).  The report examined total system costs, generator energy margins, reliability metrics, and economics under various market structures (energy only vs. capacity markets)

Financial Project Analysis

Astrapé has performed work in cooperation with Competitive Energy Insights to analyze financials on specific power projects that are in development. This includes but is not limited to baseload, peaking, flexible, renewable resources, and behind the meter projects. Full financial pro formas were developed with financial statements and IRR calculations as well as the inclusion of all tax treatments related to incentives. We have provided this type of work for the following clients from 2007 – 2014.
